I believe Ginny was kidnapped by Germa66 (Judge). Ginny was captain of the RA eastern forces and I believe they were over in the kingdom of Cozia (Kojia) in the east blue around the same time Germa66 left the north blue and invaded the east blue.

It say’s that it happened 13 years ago but Ginny was captured 14 years ago. First off, either number is fine and I don’t think it happened in one day. Here’s a quick example of 2 correct answers.
Rogers died 24 years ago at 53. Oda stated in an SBS. if Rogers was alive he would be 77.
Rogers could have been 77 but died 25 years ago at the actual age of 52 because he’s never reached his 53rd b-day which is Dec. 31st. He’s also currently the only character born on the date Dec. 31st. The last event of the year is always to Rogers birthday just like the first event of the new years would be Aces birthday (and Oda’s too)
So, 14 years ago Ginny was 37 going onto/or, turning 38 when Germa66 invaded Cozia 13 years ago. 38 years ago god valley happened and Bonney was 13 when she met Kuma there.
Germa ended up getting noticed but the eastern RA didn’t have enough time to react. On Ch. 1097 (unofficial translation) the person who called Dragon said it was a suprise attack from an unexpected enemy.. here some more hints.
Considering that was a well known scientist and worked with Vegapunk, It makes sense as to why you 66 all over egg island. The question is, who gave out the contract and was it targeted towards Ginny?
Finally, a bit off topic. I wanted to point this out.

Ch. 66 is called Smile and a large part of the chapter is about Luffys determination to beat Don Krieg. No matter how hard his enemy is or the situation he’s in, with a strong desire to triumph, he “will” always find a way.
